Admission Guide for Chinese Government Scholarship—Belt and Road Program of Wuhan University (2024)
The Chinese Government Scholarship-Belt and Road Program is an initiative created by the Ministry of Education of the People’s Republic of China. It aims to assist select Chinese colleges and universities in directly identifying and recommending accomplished international students from countries associated with the Belt and Road Initiative for studies in China. Wuhan University, recognized as one of the esteemed institutions, is tasked with implementing this program to admit graduate students pursuing Master’s or Doctoral degrees in specific academic disciplines.

The scholarship provides support for both masters and doctoral students.
The duration of the scholarship, encompassing both major study and Chinese language study, is one year for language courses, 2-3 years for master’s degree programs, and 3-4 years for doctoral degree programs.

Ⅲ. Eligibility
To be eligible, an applicant must:
- Be a citizen of a non-Chinese nationality from Belt and Road Initiative-related countries and be in good mental and physical health. The list of Belt and Road Initiative-related countries can be found at https://eng.yidaiyilu.gov.cn/;
- Hold a bachelor’s degree and be under the age of 35 when applying for master’s programs;
- Hold a master’s degree and be under the age of 40 when applying for doctoral programs;
- Possess Chinese proficiency at HSK Level 4 when applying for Chinese-taught master’s or doctoral programs. Applicants who have passed HSK Level 5 or above can apply for major study directly. Those who have passed HSK Level 4 can apply to take Chinese language courses for one year first and then proceed to major study after meeting the requirement. Applicants who have used Chinese as the language of instruction to obtain a degree in a Chinese university are not required to provide proof of the Chinese Proficiency Test (HSK) but must provide proof of the Chinese language of instruction.
- Provide an English Language Test report when applying for English-taught master’s or doctoral programs (TOEFL 80+/IELTS 6.0+). Applicants unable to offer the mentioned standard English test result can provide proof of previous studies at an institution where the teaching language is English and may be required to take an additional oral or written English test organized by Wuhan University. Native English-speaking applicants may be exempted from providing the above English proficiency certificate.
- An applicant must not be holding any other scholarship.

- Register and submit your online application on the Chinese Government Scholarship Information System by visiting the “CSC Study in China” website at http://www.campuschina.org/. Use the code 10486 for Wuhan University. Select program category “Type B,” which pertains to scholarship programs managed by Chinese universities under the Chinese Government Scholarship. Please use Firefox or Internet Explorer (11.0). For Internet Explorer users, disable the “compatible view mode” function before editing. Refer to the Instructions for the Chinese Government Scholarship Information System for application details.
- Register and submit the online application at Wuhan University Online Application System for International Students, accessible at http://admission.whu.edu.cn. Choose “Chinese Government Scholarship Program” as the source of funds.
Ⅵ. Application Documents

- Copy of Ordinary Passport Home Page. If the validity of the applicant’s current ordinary passport does not meet the requirement (meaning the passport expires before March 1, 2025), please apply for a new passport before submitting the application.
- Notarized highest diploma/degree certificate (from the undergraduate program onwards). Prospective diploma winners must submit an official pre-graduation certificate and on-school performance certificate issued by your current school. The pre-graduation certificate should prove not only your current student status but also the expected degree certificate and graduation date. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.
- Academic transcripts (from the undergraduate program onwards). Copies of academic records from the first to the last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English but must be attached with notarized English translations if they are in foreign languages other than English.
- Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for English-taught programs shall provide relevant language proficiency certificates, like IELTS or TOEFL reports.
- A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; The study plan shall include your personal introduction, education experience, the purpose of study in China, your acknowledgment about China and Wuhan University, learning plan, research direction, and future development vision.
- Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall be dated and signed by referees, and it shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth.
- Applicants under the age of 18 should submit the valid documents of their legal guardians in China.
- A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.

- Non-Criminal Record report in English or Chinese. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
- An acceptance letter from the professor of Wuhan University (can be downloaded at http://admission.whu.edu.cn/en/?c=content&a=list&catid=81, filled in Chinese or English) (if available).
- Other additional documents (e.g., certificate of work or internship, award, publications) (if available).
Please Note:
- Uploaded supporting documents must be clear, authentic, and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
- There is no application fee for the Chinese Government Scholarship Belt and Road Program of Wuhan University. Please contact Wuhan University directly; Wuhan University does not entrust any individual or agent for enrollment.
- Ineligible or incomplete applications will not be considered. Please ensure that an accurate phone number, email address, and mailing address (including postcode, city name) are provided.
- Applicants do not need to send hard copies of application documents. Please bring the originals of all the above-mentioned documents when you register. Those who provide a prospective diploma certificate must bring the original official graduation certificate for verification.

Ⅶ. Admission and Registration
- Wuhan University will review application documents and organize interviews. CSC will decide the final list of scholarship winners. The scholarship winner will be informed by email in late July, and the admission documents (Admission Letter and Visa Application Form for Study in China (JW201)) will be sent by post afterwards.
- The scholarship winners shall follow the admission and registration procedures at Wuhan University in strict accordance with the time specified in the admission notice. The usual registration period is in late August or early September. The admission will be considered invalid if students fail to register within the specified period unless deference is approved by Wuhan University in advance.
- The scholarship winners shall not be allowed to change their host university, field of study, or duration of study stipulated in the Admission Notice.
- The scholarship qualification will be evaluated annually.
